BRIEF JOB DESCRIPTION (essential functions of the job):
The Public Facilities Department provides professional project management services for planning, design, and construction projects at City-owned buildings throughout Boston. We work in conjunction with and on behalf of user agencies by managing studies, renovation, and new construction projects at buildings where City services are delivered. PFD manages a range of design and construction projects valued between $1M - $125M and planning projects ranging in value between $50k - $1M. PFD typically handles an overall caseload of between 80-100 projects valued at more than $500M annually.
Under the direction of an Assistant Director within the Public Facilities Department, the Project Manager II for Studies is responsible for managing significantly complex feasibility, programming, and siting studies for various capital building projects. The PM II for Studies will also manage land disposition analyses and processes for the Department. The PM II for Studies will normally be responsible for managing multiple projects at the same time and will serve as a general resource to the Department advising on matters of facility planning, programming, and analysis.
Responsibilities
* Manages the overall project delivery process and production of complex feasibility, programming, siting analyses, and reports for proposed City of Boston municipal facility projects.
* Manages the site analysis and selection processes associated with the various studies.
* Manages the land disposition analysis and process, including appraisals and title searches, with follow-through to final disposition.
* Develops land acquisition budgets, site development costs, and initial overall project and construction budgets, including cash flow analysis.
* Participates in the selection of, and negotiates contracts with, architects, engineers, and contractors and monitors performance.
* Serves as point of contact and manages communication with City officials, user agencies, elected officials, and community members/constituents. Leads and/or participates in community process as required.
* Participates in the designer selection and serves as a design resource for projects resulting from the successful completion of a study.
* Reviews and oversees programming and study projects managed by other department Project Managers.
* Manages all project documentation as well as inputting and tracking progress in Departmental information systems.
* Coordinates with administrative and regulatory agencies as needed.
* Assists in the development of project scopes and budgets in support of the Capital Budget Process.
* Participates in the improvement of departmental policies and procedures as they relate to project delivery.
* Performs related work as required.
Minimum Entrance Qualifications
* At least five (5) years of full-time, or equivalent part-time, professional experience in building planning, design, and/or construction is required.
* A Bachelor's Degree in Architecture, Engineering, Urban Planning, or other associated discipline preferred. Appropriate educational substitutions may be made.
* Experience with urban planning and municipal facilities is strongly preferred.
* A minimum of four (4) years of experience in managing complex feasibility and programming studies is highly preferred.
* Experience with land disposition analysis and process preferred.
* Success managing multiple projects is preferred.
* Familiarity with MA Public Procurement laws is preferred. MCPPO designation preferred. Knowledge of M.G.L. Chapters 149 and 149A preferred.
* Experience working with permitting and oversight agencies preferred.
* Knowledge of MA building code and generally accepted design and construction practices preferred.
* Strong interpersonal, organizational, problem-solving, written, and verbal communication skills preferred.
* Ability to establish and maintain effective working relationships and to exercise sound independent judgment in planning, directing, and coordinating projects preferred.
* Ability to exercise good judgment and focus on detail as required by the job.
