Summary

The Government Affairs & Innovation Analyst will serve as the Nebraska Chamber’s primary advocate and policy analyst on technology, innovation, and emerging industry issues. Reporting to the Executive Vice President – Legislation & Policy and working collaboratively with the Executive Director of Tech Nebraska, this position will lead policy development, legislative advocacy, and member engagement related to Nebraska’s technology sector, engaging both Nebraska Chamber and Tech Nebraska membership.

Tech Nebraska was established in 2023 as an initiative within the Nebraska Chamber of Commerce and Industry. The initiative was founded by a group of Chief Technology Officers, Chief Information Officers, and policy leaders from Nebraska-based and national companies. The organization works to build a vibrant and innovative technology ecosystem across the entire state of Nebraska. Acting as the definitive voice on tech policy within the state, Tech Nebraska advocates for policies that support technology, innovation, and economic growth. Tech Nebraska represents a diverse range of companies, all committed to growing a thriving technology sector to drive the state’s economy, attract top talent and companies, and address future technology challenges. Tech Nebraska also works to position the state as the recognized leader in the future of technology and innovation.

The Analyst will represent Tech Nebraska as its dedicated policy lead—working closely with the Executive Director of Tech Nebraska—to coordinate with public officials, industry leaders, and coalition partners to advance pro-innovation policies that strengthen Nebraska’s competitiveness.

Over time, the Government Affairs & Innovation Analyst may assume responsibility for additional policy portfolios of the Nebraska Chamber as organizational needs emerge.

Essential Functions

Policy Development & Advocacy (50%)

  • Serve as the Nebraska Chamber’s registered lobbyist for technology, innovation, and digital infrastructure issues, representing member priorities before the Nebraska Legislature and relevant state agencies.
  • Monitor and analyze proposed legislation and regulations impacting Nebraska’s technology and innovation ecosystem.
  • Draft testimony, policy briefs, and member alerts; coordinate and prepare testifiers.
  • Engage directly with senators, committee staff, and administrative agencies to advance Nebraska Chamber and Tech Nebraska priorities.
  • Develop long-term strategic positions on innovation-related issues such as data privacy, cybersecurity, broadband, AI, workforce, and economic competitiveness.
  • Support the broader Nebraska Chamber lobbying team on cross-sector policy priorities as assigned.

Coalition Management & Member Engagement (50%)

  • Serve as the primary staff contact for the Technology & Innovation Policy Council, coordinating agendas, materials, and engagement strategy.
  • Work in close partnership with the Tech Nebraska Executive Director to align policy, membership, and communications goals.
  • Maintain strong relationships with Tech Nebraska members, policymakers, and allied organizations.
  • Coordinate stakeholder engagement and public policy programming such as briefings, roundtables, and member communications.
  • Support Tech Nebraska’s growth and visibility as the leading statewide voice for technology and innovation policy.
  • Provide concise research and data analysis on industry trends and economic impacts.

Other Duties & Expectations
  • Contribute to weekly and interim Nebraska Chamber and Tech Nebraska member communications regarding policy updates.
  • Assist with coalition or task force participation on cross-cutting business issues.
  • Attend statewide policy events and member programs as appropriate.
  • Work occasional early mornings, evenings, and weekends during the legislative session.
  • Perform other duties as assigned by the EVP – Legislation & Policy.

Qualifications

Required Education & Experience

  • Bachelor’s degree in political science, economics, or public policy (or related field).
  • 3–5 years of experience in government affairs, public policy, or legislative advocacy.
  • Demonstrated understanding of the legislative and regulatory process, preferably in Nebraska.

Preferred Education & Experience

  • Law degree (J.D.) preferred.
  • Experience with technology or innovation policy strongly preferred.
  • Experience in association management or coalition leadership a plus.

Skills & Abilities

  • Exceptional research, analytical, and writing skills.
  • Strong understanding of economic and policy analysis.
  • Excellent interpersonal and communication skills; ability to build trusted relationships across diverse constituencies.
  • Highly organized and self-directed with the ability to manage multiple priorities in a fast-paced environment.
  • Proficiency with Microsoft Office and policy-tracking tools.
  • Ability to travel occasionally within Nebraska; valid driver’s license required.
