detail( Library Employees Only ) Human Resources Program Manager (Learning and Development)(Detail/Temporary Promotion Opportunity) LC Organization Unit : Office of the Chief Operating Officer LC Organization Unit - Specific Office : Human Capital Directorate/Talent Learning and Development Division Grade : GS-13 Series : 0201 Availability : Library Employees Only Duration : Not-to-Exceed 120 Days The Chief Operating Officer Service Unit, Human Capital Directorate, Talent Learning and Development Division is offering a reimbursable temporary promotion/detail for a qualified staff member at the GS-12 or GS-13 level to serve on a full-time, 120-day detail as a Human Resources Specialist to perform activities related to program management associated with the roll out of the agency-wide mentoring program and provide program management support to Talent Learning and Development Division development programs. The selectee will work under the supervision of the Chief, Talent Learning and Development Division (TLD). Limited to existing GS-12 and GS-13 level staff Library Wide. GS-12 level staff will receive a temporary promotion. GS-13 level staff will observe a non-grade changing detail. Duties include, but are not limited to the following: Supports program activities surrounding agency-wide mentoring program, the Aspire Development Program launch to include identifying marketing opportunities and organizing and facilitating mentoring kick-off events such as employee focus groups, speed mentoring events and information sessions. Develop a communication and marketing plan Design mentoring events and learning for Guides and Learners Facilitate training and events Research mentoring best practices and implement them in the program plan Work with TLD mentoring program manager and evaluation specialist to develop program evaluation of the Agency-wide Mentoring Program Application and Selection Process Interested candidates should secure, in advance, permission from their supervisor and prepare a resume with a one-page statement expressing interest in this opportunity, along with a description of their qualifications in the following areas: Advanced understanding of Library of Congress processes and procedures and skills at accomplishing tasks in keeping with agency requirements. Knowledge of training and development efforts within the Library of Congress. Strong writing ability. Specific program management skills to include: analysis, writing (policy, recommendations), program tracking, documentation, communication, and outreach. Strong briefing and presentation skills including experience briefing supervisors and other leaders.
