Job Responsibilities:

  • Provides operations and grant management technical expertise support for Center for Public Safety Initiatives staff for a portfolio of grants, contracts and cooperative agreements including: attending project initiation meetings (PIMS) to understand grant terms and conditions; ensuring accuracy of transactions through review of project statements; analyzing project balances, preparing internal and external reports and supporting documentation for funds (e.g. supervising or creating the reimbursement documentation for requests for reimbursement from grant-funded staff), monitoring all projects through monthly reporting, making adjustments, and resolving account deficits and/or issues as needed. Create/assist with the creation of new and modifications to existing reports to ensure integrity of ad hoc general ledger reports

  • Supports, analyzes, and reports to funders regarding all Center for Public Safety Initiatives budgets, spending and operating accounts, including overseeing CPSI process of grant award vouchering, Add Pays, and independent contractor backup, per grantor requirements in consultation with Sponsored Programs Accounting (vouchers are signed and submitted by SPA but the draft preparation and support documentation backup is the responsibility of this position).

  • Reviews operational processes to ensure technical system support and compliance with regulatory requirements, enhancing understanding of internal, external, Center for Public Safety Initiatives and RIT policies and procedures and strong internal controls, in order to provide independent review of, technical support for, and timely responsiveness to, grant project account queries by the Director of the Center for Public Safety Initiatives using Oracle financial enterprise system (or similar accounting system) in accordance with internal and funder financial reporting and budget requirements.

  • Works directly with CPSI Director responding to day-to-day management of center operations, data integrity, and compliance, in keeping with RIT policies and procedures, Oracle, etc. (Responsible for all daily department operations and related student affairs for Criminal Justice department, Supervises and approves time reporting for CJ Dept.)

  • Responsible for and supervises all CPSI related student employee hiring, termination, performance management of student employees (up to eight students).

  • Supervises and is responsible for all primary requirements of CPSI Operations, including operations and other projects, faculty start-up funds, revenue returns, F&A returns, and awards, coordination of multiple projects simultaneously, coordinating, managing and supervising the PT Staff Assistant to ensure CPSI administration is completed effectively. Some PT Staff Assistant work may be geared toward CPSI support documentation (example: reimbursements) in the discretion of the Grants and Operations Manager.

Required Qualifications:

Education/Experience:

  • Bachelor's degree or equivalent experience

  • Must have at least six (6) years specific relevant experience in accounting and/or grant management practices and at least one year specialized expertise with grant vouchering, Addpay technical support and analysis, knowledge of and experience with faculty start-up fund analysis, revenue return and F&A returns analysis, established and proven budget account analysis experience, use of Oracle(or similar accounting system) and Excel software expertise, familiarity with the OFPA GMS NYS grant management system, and student management experience.

Preferred Qualifications:

Four (4) years' experience in accounting and or grant management expertise and student supervision/management. see above.

Job Summary:

The Grants and Operations Manager supports the administration of the Center for Public Safety Initiatives' (CPSI); including management of the CPSI portfolio of grants, contracts, and cooperative agreements. This requires an exceptional degree of technical knowledge, analytic ability, and specialized account expertise relating to CPSI budgets, spending and operating accounts.

Under the direction of the CPSI Director, the Grants and Operations Manager ensures the financial integrity of numerous active grant projects, managing all grant fund usage in accordance with RIT policies and procedures, New York State regulations and federal laws. The Grants and Operations Manager is principally responsible for management of the grant portfolio accounting requirements, as communicated by the CPSI Director and in coordination with funders and sub-awardees. The position is responsible for overseeing all aspects of CPSI grant management, budget compliance, analysis, invoice documentation, with specific expertise required for the technical needs of grantors, in coordination with the CPSI Director and key representatives of RIT's Sponsored Programs Accounting.

The Grants and Operations Manager, under the supervision of the CPSI Director, also has the authority to manage CPSI operations related to Center spending, administration and management. The position is responsible for CPSI compliance, analysis and forecasting of the annual budget. The position is also responsible for all primary requirements of CPSI, including center operations, budget, faculty start-up funds, revenue returns, F&A returns, logistics, communications plans, and coordination of multiple projects simultaneously. Oversight responsibilities include supervising and support for all student employment related matters (hiring, termination, performance management of up to eight CPSI student employees (equivalent of 3 FTE) and the supervision of a CPSI PT Staff to ensure that Center activities are carried out effectively.
