Scion Executive Search is searching for an experienced Director of PortfolioManagement for our client, a well-established and mission-driven nonprofit organization based in Southern California. With a rich history of strengthening underserved communities, this respected, and mission-driven nonprofit plays a pivotal role in expanding access to lasting opportunity. Based in beautiful Ventura, California, this full-time leadership role is available for immediate hire.

POSITION OVERVIEW:

The Director of Portfolio Management will lead the day-to-day operations of a diverse portfolio of nearly thirty multifamily properties, including more than 1,000 units and 60+ staff members. Serving as a key liaison between Asset Management and on-site Property Managers, this role provides strategic oversight and hands-on coaching to site staff, ensuring the consistent implementation of best practices across all properties.

The role provides strategic leadership and oversight for the management of a multifamily housing property portfolio. This position ensures all properties are operated in alignment with the organizations physical, financial, and social performance goals, as well as regulatory and funder requirements. The Director of Portfolio Management works closely with internal departments, including Real Estate Development and Resident Services, and collaborates with external partners to ensure the delivery of high-quality housing and resident support.

POSITION RESPONSIBILITIES:

Leadership & Team Development:

• Lead, coach, and support Property Managers and site staff across the portfolio, promoting a culture of accountability, empowerment, and professional growth.
• Guide teams on compliance with REAC, LIHTC, HUD, Rural Development, and Fair Housing regulations, as well as best practices for leasing, maintenance, and operations.
• Conduct regular site visits to mentor staff, identify challenges, and ensure operational excellence.
• Promote an inclusive, mission-aligned team culture that supports resident retention, engagement, and service delivery.

Operational Oversight & Compliance:

• Ensure all properties are managed in full compliance with federal, state, and local regulatory requirements, including ADA and fair housing standards.
• Oversee day-to-day property operations, including rent collection, evictions, budget management, maintenance, and vendor relationships.
• Direct and support staff in preparation for regulatory inspections; ensure timely and accurate responses to agency findings.
• Develop and implement policies and procedures that promote efficient, ethical, and service-driven operations.
• Collaborate with the CFO and Asset Management to prepare, review, and manage annual operating and capital budgets for all properties.
• Monitor property performance through detailed financial reporting and variance analysis; provide updates to the CEO, CFO, Board of Directors, investors, and funders.
• Approve rent adjustments, write-offs, and reimbursements; ensure fiscal integrity and sustainability across the portfolio.
• Evaluate vendor contracts annually through an RFP process to ensure cost-effective operations.
• Partner with the Real Estate Development Department to align operational needs with new development design, lease-up strategies, and ongoing property management considerations.
• Collaborate with the Director of Permanent Supportive Housing to define roles between property management and resident services, especially in support of formerly unhoused residents.
• Work closely with the Resident and Community Services team to ensure integration of supportive services that promote resident stability and community empowerment.

Strategic Planning & External Relations

• Contribute to long-term planning efforts to strengthen community infrastructure and housing access.
• Maintain strong relationships with regulatory agencies, funders, and community partners, including TCAC, HUD, Rural Development, HCD, and others.
• Develop and implement business development strategies to secure and manage third-party property management contracts.
• Represent the Property Management division in leadership meetings, Board presentations, and strategic initiatives across the organization.

QUALIFICATIONS:

• Extensive experience in affordable housing property management, coupled with a collaborative leadership style and a passion for creating lasting community impact.
• 8+ years of progressive leadership experience in property management, with a focus on affordable housing environments.
• Deep expertise in affordable housing programs, with working knowledge of Section 42 LIHTC, Section 8, REAC, Section 515, VASH, USDA Rural Development, and similar regulatory frameworks.
• Strong understanding of federal, state, and local housing laws, including fair housing legislation and tenant protections.
• Valid California drivers license and current proof of automobile liability insurance required.
• Certification as a Certified Property Manager (CPM) and Certified Occupancy Specialist (COS) is a plus, but not required.
• National compliance certification and a California Department of Real Estate Brokers License are desirable, but not required.
• Proven ability to lead, mentor, and motivate diverse teams, leveraging performance strategies and inclusive team-building approaches to drive success.
• Demonstrated strategic thinking and problem-solving capabilities, with a history of improving operational performance and resident outcomes.
• Exceptional communication skills, both written and verbal, with the ability to convey complex regulatory and programmatic information across all organizational levels.
• Proficiency with property management platforms such as Yardi, MRI, Boston Post, or comparable systems.
• Strong public presentation and stakeholder engagement skills, with comfort representing the organization across diverse audiences.
• Cultural sensitivity and hands-on experience working with economically diverse and historically underserved communities.
• Solid grasp of affordable housing finance, compliance reporting, income eligibility, landlord-tenant law, physical asset management, and risk mitigation.
• A demonstrated commitment to mission-driven work and expanding equitable access to safe, affordable housing.
• Experience collaborating with resident leadership structures (e.g., resident councils or housing cooperatives) and/or nonprofit housing entities.
• Familiarity with supportive services and public benefit systems, particularly those that serve families, veterans, children, and individuals with special needs.
• Ability to build and sustain collaborative partnerships with residents, service providers, community organizations, and public sector stakeholders.
• Bachelors degree in management, finance, or a related field preferred; equivalent industry experience will also be strongly considered.

COMPENSATION AND BENEFITS:
