Associate Attorney Part-Time

Exempt Title

$100.00/hourly rate (up to a maximum of 19 hours biweekly)

Assists the Attorney in providing legal counsel to the Water Authority and represents the Authority in the courts; does related work as required.  This is professional legal work involving responsibility for assisting the Authority in the handling of legal problems arising in the operation of the Authority business. The work is performed under the general supervision of the Attorney for the Authority.

EXAMPLES OF WORK:(Illustrative only)

• Acts as legal advisor to the Authority in the absence of the attorney;
• Prepares and approves legal documents for Authority action such as contracts, easements and rights-of-way;
• Prepares applications, petitions and affidavits in connection with hearings and proceedings before state and principal bodies;
• Represents the Authority before regulating and legislative bodies;
• Participates in the settlement and negotiation of litigated matters;
• Participates in financial negotiations for the Authority;
• Represents the Authority in matters of litigation;
• Participates in litigation and appeals before the Water Power and Control Commission and other regulating bodies;
• Negotiates main extension contracts for the Authority;
• Supervises refunding operations involved in guaranteed revenue and other special Contracts;
• Prepares, interprets and revises filed tariffs;
• Explains terms and conditions of extension contracts to developers, builders and homeowners.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Comprehensive knowledge of municipal law as it relates to the operations of the Authority; ability to present arguments of law clearly and logically by written and spoken word; ability to organize material for hearings and trials; good address; ability to get along well with others; ability to comprehend and carry out complex and difficult assignments; tact; good judgment, ethical conduct in the practice of Law.

ACCEPTABLE EXPERIENCE AND TRAINING:

Five years of progressively responsible experience in the field of law, public relations, and Public or Business Administration, preferably with some experience in the field of municipal law and graduation from a recognized law school; or any equivalent combination of experience and training sufficient to indicate ability to do the work.
